I see you try to configure IPoIB on a ConnectX-2 IB adapter within Win2003...or is it a typo...and you meant win2008?
If it is Windows 2003 then there is no mlnx_ofed / VPI driver that I know which supports that OS..
Can you be more specif on fw & drivers you've installed ?
